Timothy Tramble
Executive Director

Timothy Tramble has served as BBC’s Executive Director since 2000. In this position, Timothy oversees and directs all programs, projects, and activities of the organization including the largest housing development project in Cleveland since the 1940’s—the Villages of Central. He reports to a board of members comprised of community, business, and institutional leaders. As Executive Director, Timothy ensures that the organization is following its mission of enhancing the quality of life for residents within our service area through community revitalization activities.

Previously, Timothy worked at the City of Cleveland Health Department as both a Deputy Project Director and Public Health Sanitation Supervisor. He also served as a Board Trustee for the non-profit Association of Parents to Prevent Lead Exposure (APPLE).

Tim received a Master’s Degree in Public Administration from Cleveland State University where he also earned a Graduate Certificate in Nonprofit Management. He earned his Bachelor’s Degree in Environmental Science from Central State University. Tim also has received the National Development Council's Economic Development Finance Professional certification.

 

Joy D. Johnson
Grants Management Director

Joy Johnson is BBC's Grants Management Director. Before serving in this capacity, Joy was BBC’s Administrative Officer since 2002. As Grants Management Director, Joy is responsible for completing organizational reporting required of the agency by the City of Cleveland ’s Department of Community Development and other funders. She coordinates the publishing of the agency quarterly newsletter and provides content for the organization’s web site. Joy also administers BBC’s role in the 2nd Mortgage Subsidy process for purchasers in the Villages of Central, which includes determining a buyers qualifying subsidy amount, counseling the buyers on the terms and conditions of the subsidy, and processing the subsidy disbursement. She also processes the tax abatement applications for buyers in the Villages of Central.

Joy also works with the Central Weed & Seed Steering Committee in planning and scheduling meetings. Responsible for many internal operations, Joy prepares BBC’s payroll, grant disbursement requests and provides support in organizational activities in residential and commercial development. In this role, Joy supervises the administrative personnel and the High School Intern. Joy received her Bachelor’s Degree in Communication Arts from Allegheny College.

 

Joseph L. Jones
Real Estate Development Director

Joseph L. Jones is BBC’s Real Estate Development Director. A part of BBC since 2003, Joseph’s current role is to assist in the planning, promotion, implementation, and marketing of all agency construction and development projects. He also assists in preparation of feasibility analysis and funding proposals, the preparation and review of bid documents, and the selection of contractors. He assists in preparation of contractual agreements and the approval of completed work financed by grants provided through our agency. In this role he also supervises the Real Estate Development Specialist.

Before serving as Real Estate Development Director, Joseph connected with residents as BBC’s Housing Programs Manager, where he administered and managed various programs and resources for housing related repairs and rehabilitation.

Joseph brings a wealth of knowledge and experience to BBC. Early in his career he worked as a Quality Control/Safety Administrator for Day-Glo Color Corp where his research on Industrial Quality Control was published in a national trade magazine. Prior to joining the organization, Joseph owned his own construction company. He is also a licensed realtor and graduate home inspector.

Joseph received his Bachelor’s Degree in Quality Assurance from Capital University. He was recently awarded the Louis Stokes Fellowship to the Mandel School of Social Science Administration at Case Western Reserve University, and is now in the process of pursuing his Master of Science in Social Administration with a concentration in community development. Joe has received his certification as an Economic Development Finance Professional from the National Development Council.

 

Jeffrey Sugalski
Real Estate Development Specialist

Jeffrey Sugalski has served as Burten, Bell, Carr Development's Real Estate Development Specialist since 2005.  In this role, Jeffrey assists in the planning, implementation, and management of residential and retail development projects, provides research assistance to staff, administers housing programs, prepares GIS maps and analyses, and provides technical assistance to neighborhood residents and community groups in resolving individual property and neighborhood issues. Jeffrey also assists in the planning and coordination of community events and special activities. Additionally, he utilizes his skills and talents to develop and maintain both the Burten, Bell, Carr and Cleveland Central Weed & Seed websites.

Previously, Jeffrey worked as a Graduate Assistant at the Center for Neighborhood Development of the Levin College of Urban Affairs at Cleveland State University. He has gained valuable experience in the field of community development by interning with several CDCs and nonprofits, including BBC.  Jeffrey also volunteers with numerous neighborhood-based organizations.

Jeffrey holds a Master of Urban Planning, Design, and Development from Cleveland State University, with a focus upon housing and community development. He received a Bachelor’s Degree in Urban Studies and a Certificate in Geographic Information Systems (GIS) from Cleveland State, and graduated with summa cum laude honors. He is a member of the Urban Land Institute and its Young Leaders Group, as well as the American Planning Association.

 

Sherita Mullins
Program Manager

Sherita Mullins is the Program Manager of BBC.  She manages various BBC’s programs such as homebuyer post-purchase education, financial literacy education, and pre-purchase counseling. She is also responsible for assisting with grant-writing activities.  In addition, Sherita plans and coordinates neighborhood events such as neighborhood planning meetings, and community festivals and fairs.

Prior to BBC, Sherita assisted with research and evaluation of community investments for Living Cities: National Community Development Initiative, a New York City-based nonprofit organization that invests in community development.   

Sherita holds her Master of Science degree in Nonprofit Management from The New School, located in New York City, and a Dual Bachelor’s Degree in Organizational Studies and Psychology from The University of Michigan.  

 

Nailah Ingram
Administrative Assistant

Nailah Ingram has served as Burten, Bell, Carr Development's Administrative Assistant since September 2006.  Her responsibilities include managing BBC's office and assisting staff members with various projects.

Nailah was previously employed with BBC in Fall 2005, where she primarily assisted with Housing Repair Programs and Cleveland Central Weed & Seed.  The knowledge she has gained in her previous role at BBC will allow her to immediately benefit the organization. 

Nailah plans on returning to school in the near future to expand her knowledge of all things relating to real estate.  She plans to incorporate everything she learns into her BBC functions.  Nailah anticipates having a long-term career with BBC and delivering the most positive outcomes for both the organization and community.

 

Orlando Grant
Weed & Seed Site Coordinator

Orlando O. Grant is the Weed & Seed Site Coordinator for Burten, Bell, Carr Development. Since joining the BBC Staff in August 2005, he has begun to implement the strategy of the Cleveland Central Weed & Seed Steering Committee. As site coordinator, Orlando coordinates and notifies all members of the steering committee of upcoming meetings and projects, identifies alternative methods of funding, serves as a liaison between participating organizations, assists with training and development of steering committee members, oversees evaluation process and public relation/outreach campaign, and any additional duties assigned to him by the steering committee. Orlando reports to the Weed & Seed Program Manager in Washington D.C. on the progress of the strategy and how it is being implemented.

Prior to joining the BBC staff, Orlando worked at the Murtis H. Taylor Multi-Service Center as a Case Manger. He has gained valuable experience while interning at WEWS News Channel 5 and working with youth in Glenville Youth Society. Orlando continues to volunteer with many charitable organizations, utilizing his time and skills to benefit less fortunate persons.

Orlando holds a Bachelor’s Degree in Fine & Applied Arts in Communications from The University of Akron with a minor in Public Relations. Orlando has received his Master’s Degree from The University of Akron with a focus in Business and Organizational Communication, and is currently pursuing a second Master's Degree in Community Economic Development from Southern New Hampshire University.
