Burten, Bell, Carr Development, Inc. serves most of Cleveland's Ward 5, which includes the Central, Kinsman, and Garden Valley neighborhoods. BBC's area, which is slightly less than four square miles in area, encompasses the Central and Kinsman Statistical Planning Areas (SPAs) designated by the City of Cleveland, as well as parts of the Fairfax and Union-Miles SPAs. Major thoroughfares in BBC's communities include Kinsman Road, Woodland Avenue, East 55th Street, Cedar Avenue, Central Avenue, and Quincy Avenue.

BBC's neighborhoods are currently experiencing a revitalization unlike any other neighborhood in the city. In recent years, over a thousand units of affordable and market-rate housing have been constructed in the community, including the Villages of Central Homeownership Zone and Arbor Park Village, and hundreds more homes are currently in development.

BBC's service area accommodates several regionally-renown institutions, including Cuyahoga Community College Metropolitan Campus, Cleveland State University, St. Vincent Charity Hospital, and Vocational Guidance Services. Its central location is just minutes from Downtown Cleveland, the Midtown Corridor, University Circle, Maingate Business District, and arts, culture, medical, and educational institutions.
